中新社台北1月1日电 (记者 路梅)“台湾铁路股份有限公司”于2024年1月1日正式挂牌运营。由此，台当局交通事务主管部门下设的行政机关“台湾铁路管理局”转型为公营企业，以期通过企业化经营扭转常年亏损局面，实现盈利。
2023年12月31日深夜，位于台北车站东门的“台湾铁路管理局”(以下简称台铁)招牌由局长杜微与副局长冯辉升一同卸下；次日上午，“台湾铁路股份有限公司”(以下简称台铁公司)在台北车站举行了挂牌仪式，杜微与冯辉升分别担任公司首任董事长与总经理。
台湾铁路迄今已有137年历史。1876年福建巡抚丁日昌到台湾巡视，出于海防、交通、商业和民生等诸项需要，奏请清政府在台湾推动铁路建设；1885年，清政府在台湾正式设立行省，首任巡抚刘铭传筹建台湾第一条铁路，1887年开工至1893年11月全线竣工，总长逾90公里，后被称为“刘铭传铁路”。刘铭传也被誉为“台湾铁路之父”。目前台湾铁路运营总里程1065公里，每日客运量60余万人次、货运量约1.9万吨。
由于长年亏损，台铁的公司化改革早在2003年就引起各界讨论，但未能真正实施。其间，台铁亏损日益严重，负债突破一千亿元新台币，且严重事故频发，一再引起社会各界批评。2018年10月，台铁普悠玛号出轨导致18人丧生，此后两年半，台铁总计有8起人为事故，最严重的一起发生在2021年4月，太鲁阁号行经花莲段，撞上落轨工程车，导致49人殒命。
据介绍，台铁当前背负1700亿元新台币债务，将由台当局交通事务主管部门设立偿债基金处理，以使台铁公司挂牌营运时债务归零、摆脱财务困境。改制后，台铁曾受限于“铁路法”的土地开发限制也将得以“松绑”。台铁公司预计，通过开发副业，3年后可实现盈利。此外，车票价格也可能调升。对于运行安全问题，台铁则认为，公司化改革以及设立安全管理委员会，将有助于加强管理、提高安全性。(完)
